English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of local authorities are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in southeast England announced its asset disposal plan included the disposal of a retail complex in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to increase council taxes next April to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “We face population challenges which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of county councils recently also found council budgets being stretched by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties facing local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
